Zonetick • 2 hr. ago. Bureaucrats are supposed to be a way for you to get extra unity if you elect to spend your pops that way. The problem is, that out of the big 8 jobs of stellaris (farmers, miners, technicians, clerks, metallurgists, artisans, researchers and bureaucrats) they are the worst. Regular empires have ruler jobs and factions. Make dedicated bureaucratic planets. Bureaucrats are unaffected by stability or habitability, so you can drop them on a fairly small and otherwise crappy planet. Also you can only get a single upgrade to the admin building, so you just need 6-7 city districts and then you are good to go housing wise. [deleted]If you didn't like how easy it was to solve the sprawl problem with the Admin building & bureaucrats, you could've introduced a sliding scale where each increase in capacity cost a little bit more. Instead, you have eliminated the ability to even TRY to handle the problem. I played MOO 2 back in the 90's and loved it. I love this game even more. The two obvious options for nerfing bureaucrats were either to remove admin cap or to remove all penalties from empire sprawl on tech costs, and they chose the option favoring tall over wide, and I do think it’s turned out well. Culture Workers have been removed. Autochthon Memorials, and similar buildings, now increase planetary Unity production and themselves produce Unity based on the number of Ascension Perks the Empire has taken. There isn't really a comparison here. Culture Workers have strong ethics based bonuses and you can only have a limited number of them per planet. Bureaucrats are for unity spam. Even if you are going for unity spam the culture worker building is cheaper and provides significantly larger unity bonuses. Last edited by Astasia ; Feb 3 @ …r/Stellaris •. by Dreadfulmanturtle. View community ranking. Bureaucrats are silly. This game has dyson spheres and telepathic FTL and I still think that hiring more bureaucrats to make the sprawl problem better (as opposed to worse) is the most far-fetched and least realistic element in this game.Subscribe to downloadVoid Dwellers Expanded 3+. Is efficient bureaucracy good? It always appears low in tier lists but a 20% boost to admin capacity gets pretty significant later on in the game. Perhaps it could free of space for other buildings instead of admin buildings? admin cap is currently a completely meaningless stat its way better to have other perks other than that ... “Let's talk about bureaucracy! With the 2.6 update, we're introducing some changes to the empire sprawl and admin cap. Sprawl is increased by pops, but so is the admin cap, if you provide your empire with bureaucrats. Remember, this is still a WIP and things can change. :)”It isn’t hard to outrace the penalties, just as it wasn’t before bureaucrats became a thing.
